Article 2 the Accountability Work of the Party shall be guided by the Marxism–Leninism, Maoism, Deng Xiaoping Theory, the important thought of the "Three Represents" , Scientific Outlook on Development, and Xi Jinping thought on Socialism with Chinese characteristics for a new era Enhancing the "four consciousnesses" and "Four self-confidence" , resolutely safeguarding the core of General Secretary Xi Jinping's Central Committee and the core position of the entire Party, and resolutely safeguarding the authority and centralized, unified leadership of the Central Committee, focusing on the overall plan to promote the "five-in-one" initiative and the coordinated implementation of the "four-pronged comprehensive" strategy, we will fulfill our political responsibility for the Party's governance, and urge Party organizations and leading cadres at all levels to assume their responsibilities and responsibilities in a responsible and honest manner.
Article 3 the Accountability Work of the Party shall adhere to the following principles:

Article 4 the Party Committee (Leading Party Group) shall fulfill its main responsibility of exercising strict control over the party in an all-round way, and strengthen leadership over the accountability work of its own departments and units in the region Investigate the party's construction, the party's cause of dereliction of Duty Party organization and the Party's leading cadres of the main responsibility, supervision responsibility, leadership responsibility.
The Commission for Discipline Inspection shall fulfill its special responsibility of supervision and assist the Party committees at the same level in carrying out accountability work. The Discipline Inspection Agency shall carry out the accountability work in accordance with its functions and powers.
The party's working organs shall perform their supervisory duties in accordance with their functions and carry out the accountability work of their own organs in their own systems and fields.
Article 5 the object of accountability is the Party organizations and leading cadres of the party, with the focus on the Party Committee (Leading Party Group) , the party's working organs and their leading members, and the organs and leading members accredited to or dispatched to the Discipline Inspection Commission.
Article 6 accountability shall distinguish responsibilities. The Leading Group of the Party Organization shall assume overall leadership responsibility within the scope of its duties, and the principal persons in charge of the leading group and the members of the group directly in charge shall assume the main leadership responsibility within the scope of their duties Team members involved in decision-making and work assume important leadership responsibilities within the scope of their duties.
If a party organization is held accountable, it shall also hold accountable the members of the leading group who are held responsible in the Party organization.
Party organizations and leading cadres of the Party should insist on putting themselves, their duties and their work into it, pay attention to finding out problems and reasons from themselves, and have the courage to assume responsibility and take responsibility No one may pass the buck to Party organizations and cadres at lower levels.
Article 7 Party organizations and leading cadres of the Party shall be held accountable if they fail to perform or fail to perform their duties correctly in violation of the Party Constitution and other party rules and regulations, in any of the following circumstances:
1. The weakening of the party's leadership, the weakness of its "four consciousnesses" , and the weakness of its "two maintenances" . The party's basic theory, line and strategy have not been effectively implemented and the new concept of development is being implemented In the course of promoting economic, political, cultural, social and ecological construction, major deviations and mistakes have occurred, which have caused serious losses to the party's cause and the people's interests and have had a bad impact.
2. The party's political building has failed to grasp the facts; it has failed to keep pace with the central committee on major issues of principle; it has failed to implement the party's line, principles, and policies; it has failed to implement the major decisions and plans of the Central Committee; and it has failed to observe the system of requesting instructions and reporting on major issues There is a lack of compliance with orders and a lack of restraint, a lack of compliance with orders and a lack of compliance with the law, and a failure to deceive superiors and subordinates, a serious problem with gangs and cliques, a lack of seriousness and health in political life within the party, and a lack of implementation of the responsibility system for the party's political work Causing serious consequences or adverse effects.
3. The party's lack of ideological construction, the formalization of party spirit education, especially the education of ideals, beliefs and purposes, and the lack of implementation of the responsibility system for ideological work, which have caused serious consequences or have a bad impact.
4. The party's organizational construction is weak, the responsibility system for Party building work is not implemented, the principle of Democratic Centralism is seriously violated, the rules for the deliberation and decision-making of the leading bodies are not implemented, and the party's organizational and living systems such as the Democratic life meeting, the "three meetings and one lesson" are not implemented Problems such as ineffective implementation of the system for leading cadres to report relevant personal matters, weak and lax Party organizations, and irregularities in the selection and appointment of cadres are prominent, causing adverse impacts;
5. The party has slackened its efforts to improve its work style, and the implementation of the Central Committee's eight-point decision and its detailed rules and regulations has been ineffective. The "four winds" problem has not been effectively addressed, and the problems of formalism and bureaucracy have become prominent The implementation of the Party Central Committee's decision-making and deployment of high-level, action less implementation of poor, out of practice, out of the masses, procrastination and prevarication, causing serious consequences;
6. Party discipline is not strictly enforced and the maintenance of the party's political discipline, organizational discipline, clean discipline, mass discipline, work discipline and life discipline is not effective, resulting in the frequent occurrence of violations of rules and disciplines and causing adverse impacts;
7. Promoting the improvement of party conduct and clean government and the Fight Against Corruption is neither resolute nor solid, and the efforts to cut stocks and contain the increase have not been effective, especially if they do not rein in or stop. The clues to the problems are concentrated and the reaction of the masses is strong Corruption cases involving political and economic problems are allowed to go unchecked, resulting in adverse impacts;
8. Exercising full and strict governance over the party, the principal responsibilities of the Party and the responsibility of supervision are not properly implemented, supervision and control over public power are ineffective, good-person doctrine prevails, there is no accountability or responsibility, and supervision within the party is ineffective. Problems discovered are not found, and if problems are discovered, they are not reported or dealt with The leader inspects the work not to be effective, carries out the inspection rectification request to go through the formalities, does not arrive, this accountability does not hold to account, creates the serious consequence;
9. Failing to perform the duties of management and supervision, causing major production safety accidents, civil disorder accidents, public safety incidents, or other serious accidents or incidents within the scope of his duties, thereby causing heavy losses or causing severe impacts.
10. Inaction, disorderly action, slow action and false action in matters concerning the most immediate and realistic interests of the people, such as education and medical care, ecological and environmental protection, food and Drug Safety, poverty alleviation and poverty alleviation, and social security The problems of harming and encroaching on the interests of the masses have not been rectified. The problems of using words to substitute the law, using power to suppress the law, bending the law for selfish ends are prominent, and the corruption and style of work around the masses are serious, causing bad impacts.
11. Other cases of dereliction of duty that should be held accountable.
Article 8 the Accountability of Party organizations May, in the light of the degree of harm and the specific circumstances, take the following forms:
(1) inspection. To order a written inspection and effective rectification
(2) notification. Order rectification, and within a certain range of notification
(3) restructuring. Any dereliction of duty or serious violation of Party discipline that can not be corrected in itself shall be reorganized.
The party's leading cadres can be held accountable in the following ways, depending on the degree of harm and the specific circumstances

(4) disciplinary action. Those who commit dereliction of duty or seriously endanger themselves and should be given disciplinary sanctions shall be investigated for disciplinary responsibility in accordance with the Regulations on disciplinary sanctions of the Communist Party of China.
The above methods of accountability can be used separately or in combination according to regulations. If the method of accountability has an influence period, the relevant provisions shall be followed.
Article 9 if it is found that there are accountability situations listed in article 7 of these regulations and it is necessary to conduct accountability investigation, the Party Committee (Leading Party Group) , the Discipline Inspection Committee and the working organ of the Party with administrative powers shall, after examination and approval by the principal responsible person, initiate the accountability investigation procedure in a timely manner. Among them, the Commission for Discipline Inspection and the working organs of the Party shall report to the principal person-in-charge of the Party Committee at the same level for approval when they initiate an investigation into the accountability of the Party organization directly led by the Party Committee at the same level and its principal persons-in-charge.
If an accountability investigation is not initiated in time, the Party organization at a higher level shall order the Party organization with Administrative Authority to do so. Depending on the nature of the problem or the needs of the work, the Party organization at a higher level may directly initiate an accountability investigation, or may designate other Party organizations to do so.
If the Party organization or the leading cadres of the party who have been put on file for review are held accountable, no further accountability investigation procedure shall be initiated.
Article 10 after launching an accountability investigation, an investigation team shall be formed to carry out an investigation in accordance with the rules and regulations, conduct an investigation in accordance with the law, find out the problem of dereliction of duty on the part of Party organizations and leading cadres of the party, and comprehensively consider the subjective and objective factors To correctly distinguish between different situations that arise in the course of implementing decisions and plans made by the Party Central Committee or a higher authority, such as improper implementation, ineffective implementation, or non-implementation, and to make accurate suggestions on how to deal with them, clear facts, conclusive evidence, based on full, clear responsibility, procedures compliance, handling appropriate to prevent accountability or accountability generalization, simplification.
Article 11 after ascertaining that the subject of investigation has failed in his duties and responsibilities, the investigation team shall prepare factual materials, meet with the subject of investigation, hear his statement and defense, and put on record; reasonable opinions shall be adopted. The subject of Investigation shall sign opinions on the factual materials, and if he signs different opinions or refuses to sign opinions, the investigation team shall make a statement or state the situation.
After the completion of the investigation, the investigation team shall discuss collectively and form an investigation report, which shall set out the basic information of the subject of investigation, the basis of the investigation, the investigation process, the facts of accountability, the attitude, understanding and defense of the subject of investigation, and the opinions and bases to be dealt with After being signed by the head of the investigation team and relevant personnel, the examination and approval procedures shall be carried out.
Article 12 the decision on accountability shall be made by a Party organization with Administrative Authority.
With the approval of the Party Committee at the same level or its principal person in charge, the Party organization, the Commission for Discipline Inspection and the party's working organs directly under the leadership of the Party Committee at the same level may be held accountable by means of inspection and notification. Those who take the form of reorganization shall be held accountable in accordance with the limits of authority and procedures stipulated in the Party Constitution and relevant internal party regulations.
Leading cadres under the management of the Party Committee at the same level, the Commission for Discipline Inspection and the party's working organs May, upon approval by the Party Committee at the same level or its principal person-in-charge, be held accountable by way of notification or admonishment; and suggestions for organizational adjustment or organizational handling may be put forward. Those who take disciplinary measures shall be held accountable in accordance with the limits of authority and procedures stipulated in the Party Constitution and the relevant regulations within the party.
Article 13 after a decision on accountability is made, it shall be promptly announced to the Party organization under accountability, the leading cadres under accountability and the Party organization where they are located and shall be supervised for implementation. The Commission for Discipline Inspection and the Organizational Department shall be informed of the situation of accountability, the materials of the decision on accountability shall be placed in the files of the cadres under accountability for their integrity, and the organizational department shall put the materials of the decision on accountability in the personnel files of the cadres under accountability for their integrity It shall also be reported to the Organization Department at the next higher level for the record; if organizational adjustment or organizational handling is involved, the corresponding formalities shall be completed within one month.
The cadres under accountability shall write a written review to the Party organization that makes the accountability decision, and make a thorough review at the Democratic life meeting, the organization life meeting, or other party meetings. If the system of reporting and exposing typical issues of accountability is established and improved, and accountability is through organizational adjustment or organizational handling or disciplinary action, it shall be made public in an appropriate way.
Article 14 the Party organizations under accountability, the leading cadres under accountability and the Party organizations in which they are located shall draw profound lessons and make clear the measures for rectification and reform. Party organizations that make accountability decisions should strengthen supervision and inspection and promote case-based reform.
Article 15 if it is necessary to impose administrative sanctions or other measures on the target of accountability, the Party organization that has made the decision on Accountability shall notify the relevant unit, the relevant units shall deal with the Party organization that made the accountability decision in a timely manner and report the results to the Party organization or report the decision.
Article 16 in the practice of lifelong accountability, those responsible for dereliction of duty, which is of a serious nature and has serious consequences, shall be severely held accountable, regardless of whether the person responsible has been transferred to another post, promoted or retired.
Article 17 under any of the following circumstances, accountability may be waived or exempted from accountability:
(1) the mistakes made in the course of carrying out the reform due to lack of experience, the mistakes made in the previous trial, and the mistakes made in the exploratory trial without definite limits are inadvertent mistakes in promoting development
(2) where, in the course of a collective decision, a definite objection or reservation is made to the wrong decision
(3) having exercised due diligence in the implementation of decisions, but having suffered losses due to such factors as force majeure, unpredictability, etc. .
If a correction or revocation of a superior's wrong decision is not adopted, and the accountability listed in Article 7 of these regulations arises, the case shall be dealt with in accordance with the provisions of the preceding paragraph. Where a superior makes a wrong decision that clearly violates the law or regulations, he shall bear corresponding responsibility.
Under any of the following circumstances, accountability May BE MITIGATED OR MITIGATED:
(1) taking timely remedial measures to effectively recover losses or eliminate adverse effects
(2) actively cooperating with the accountability investigation and taking the responsibility on his own initiative;
(3) other mitigating or mitigating circumstances as prescribed by the party's internal regulations.
Article 19 in any of the following circumstances, the accountability shall be given a heavier or heavier punishment:
(1) failing to carry out or failing to carry out the repeated instructions and requirements of the Central Committee of the Party and Party organizations at higher levels
(2) in the course of investigation and handling of accountability, falsely reporting the situation, perfunctorily discharging the responsibility or shirking the responsibility, or instigating or acquiescing in fraud by relevant departments and personnel to obstruct the work of accountability
(3) other aggravating circumstances as provided for in the Party's laws and regulations.
Article 20 if the target of accountability is not satisfied with the decision on accountability, he may, within one month from the date of receipt of the decision on accountability, file a written appeal with the Party organization that made the decision. The Party organization making the decision on accountability shall, within one month after receiving the written appeal, make a decision on handling the appeal and inform the Party organization, leading cadres and the Party organization in which the appeal is made in writing. No suspension of the implementation of the accountability decision during the appeal period.
Article twenty-one after an accountability decision has been made, it is found that the facts of the accountability are not clearly determined, the evidence is not conclusive, the basis is not sufficient, the responsibility is not clear, the procedure is not in conformity with the rules, and the handling is not appropriate If there are other situations where accountability is not appropriate or inaccurate, the matter shall be corrected in a timely manner. When necessary, the Party organization at a higher level may directly correct or order the Party organization that has made the accountability decision to do so.
If Party organizations or leading cadres of the Party Abuse Accountability, or seriously fail to take responsibility in the accountability work, thus causing adverse effects, they shall be investigated for responsibility seriously.
Article twenty-two cadres under accountability shall be properly treated, and those cadres who have completed their term of influence and performed well and who meet the requirements shall be used normally in accordance with the relevant provisions on the selection and appointment of cadres.
Article twenty-three the powers of examination and approval referred to in these regulations shall mean the minimum powers of examination and approval, and the work may be submitted for approval according to the powers of examination and approval at a higher level if necessary.
Article twenty-four in addition to the implementation of these regulations, the institutions designated for Discipline Inspection (dispatched) shall also implement the relevant provisions of the Party Central Committee and the Central Commission for Discipline Inspection.
Article twenty-five the Central Military Commission (China) May make relevant provisions in accordance with these regulations.
Article twenty-six These regulations shall be interpreted by the Central Commission for Discipline Inspection.
Article twenty-seven These regulations shall come into force as of September 1,2019. The Accountability Regulations of the Communist Party of China issued by the Central Committee of the Communist Party of China on July 8,2016, shall be repealed at the same time. Any Provisions on accountability issued previously that are inconsistent with these regulations shall be implemented in accordance with these regulations.
